In-Depth Minneapolis IZ Training is Now Available!

Affordable Housing Connections (AHC) is pleased to announce that our comprehensive training for the Minneapolis Inclusionary Zoning (IZ) program is now available. This online, on-demand course will walk you through the Minneapolis IZ program from initial lease up, to qualifying a household, to annual reporting requirements.

Created in collaboration with the City of Minneapolis, this training is essential for anyone working on compliance for an IZ project in Minneapolis. Get trained and be prepared!

The City created the IZ program as part of its Unified Housing Policy and the Minneapolis 2040 Comprehensive Plan. IZ requirements apply to all new construction projects with 20 or more units (for rental or ownership). The primary goal of the IZ program is to promote affordable housing and mixed-income communities throughout the City.

This in-depth, on-demand training is designed to work with your schedule. This training incorporates changes to the Minneapolis IZ Program effective July 1, 2025. Learn about and get practice using concepts including:

  • The history of housing and Inclusionary Zoning in Minneapolis
  • How to use HousingLink and the Cityโ€™s Lottery form for initial lease up
  • Assisted vs. Unassisted IZ projects and the requirements of each
  • Required forms for IZ lease up including the GDPA and Student Self Assessment
  • How to determine Gross Rent and use a Utility Allowance Schedule
  • How to certify and verify total annual household income, including income from assets
  • How to ensure that both rent limits and income limits are met for IZ units
  • How to successfully compile and submit a Tenant File
  • How to use and evaluate a Tenant File Review
