AHC is hiring a Compliance Program Coordinator
Affordable Housing Connections (AHC) is growing and hiring.ย Our Mission is to support local governments to implement their housing assistance plans and to protect public and private investment in projects that further affordable housing strategies and priorities.ย We are looking for a person to fill the position of Compliance Program Coordinator. This person will join a team of other experienced professionals to provide program and administrative support to a 12-person office team. AHC is a 501c3 nonprofit organization incorporated in 1989.ย
This position is responsible for contract implementation of an assigned portfolio of projects assisted with federal program funding (including but not limited to HOME, NSP, ARPA, etc.), Low Income Housing Tax Credits with or without bond financing, and/or local municipality funding.
Incumbent is expected to have expert knowledge of federal program regulations, rules, and handbook provisions as well as local requirements and legal restrictions. Portfolio management includes projects in all phases of their lifespan subject to compliance monitoring. Incumbent is the primary point of contact for property owners and managers throughout the review process. Work performed may be subject to oversight review by the Program Manager or other individuals assigned to ensure internal staff review consistency.
Compliance Program Coordination:
- Manage assigned workload based on protocols, processes, and procedures developed and supervised by AHC Program Managers.
CHARTConnect
- Assist with testing updates to CHARTConnect on โmockโ and/or existing projects and identify issues to be resolved.
- Coordinate test results with AHC staff designated as main point of contact with CHARTConnect Contractor and software representatives.
ACCESS Database
- Assist with testing of CHARTConnect imports.
- Assist with testing of monitoring functions.
- Coordinate test results with AHC staff designated as main point of contact with Access Database Contractor.
- Update contact data as needed.
Industry Educational Outreach and Training
- Assist as needed with preparation, development and/or delivery of educational outreach and training materials.
- Be available to assist with training site check in, facilitate virtual delivery and/or troubleshoot technology, etc.
Other
- As needed, assist other staff in preparation of required reports to Suballocators, Participating Jurisdictions, Grantees, Municipalities, HUD and/or MN Housing.
- Inform Operations Manager if updates are needed to the AHC website (new limits, forms, COLA, UAs, manuals, etc.).
- Some filing, copying/scanning of hard copy documents.
- Assist with payment collection of past due invoices.
- โOne-Timeโ projects and reports as requested.
- Other duties as assigned.
Controls over Work
Position reports to the Program Manager but day to day work is also coordinated collaboratively with other Portfolio Managers. Employee is expected to follow the highest professional and ethical standards, including confidentiality provisions of the Minnesota Data Practices Act. Interaction with other employees as well as with owner/management company personnel, tax credit officials, federal, state and local government officials and staff, investors and trade association members is expected to reflect the highest standards of professional conduct. Employee is expected to always use discretion about the content of material in the workplace since confidential financial data and personal household information protected under the Minnesota Data Privacy Act are involved.
Other Job Conditions
Position may require occasional lifting or moving boxes of files, but weight should not exceed 20 pounds. Employee may be asked to use personal vehicle to attend business meetings or trainings during the workday, subject to mileage reimbursement at the current IRS prevailing rate.
Qualifications
Education:
Must hold a Bachelorโs degree in Housing or Real Estate, Public Administration, Planning, Business Administration, or a closely related field, and/or at least 7 years work experience at a high level of employment with a governmental organization or property/asset management company assigned to project compliance. Incumbent must demonstrate knowledge of national laws, regulations and current policies and procedures related to program compliance. Must update skills annually to ensure expert knowledge of programs.
Must have excellent oral and written communication skills.
Compensation
Salary commensurate with education and experience as well as the dimensions of programs managed (volume, complexity, staff supervised, etc.).
